These are his words, not mine, or any “propaganda” outlet.

After undergoing treatment for the Big C, surviving an assassination attempt, and after seeing his imperial expansionist ambitions frustrated in Ukraine, he recently announced that he is not going to be running for reelection.

The old Soviet Union has shrunk to way below its previous size—calling recovery of previously controlled territory “imperial expansion” is ludicrous on its face.
