The Queen cannot order it; only Parliament can, where there would certainly be a faction "of color" baying for it, should William's entire family meet with catastrophe -- something the appalling Markle joked about.

I would love to see Duchess Catherine have some more children if she could, just to push the Markles down and see Meghan glower at Catherine even more. In 25 years, when George marries and has children Harry gets pushed down even farther and becomes even more of a joke.
