I don't have a direct line to the Kremlin, but when Zelensky signed a bill in January 2022 prohibiting public use of the Russian language in all of Ukraine, I think that was the final straw. That's when the Russians knew the Donetsk and Luhansk problems couldn't be resolved through political means.

How does one prevent the use of a certain language? Are there language police? Do the Ukrainians with Russian relatives have to communicate in code?

You may not have a direct line ot the Kremlin, but you are repeating their lies and propaganda. The law did not prevent the public use of Russian. It simply demanded that Russian-language publications in Ukraine also publish in Ukrainian.
