The port is not suitable for most cargoes. Russia is free to define what is a blockade and what is not.
Then let the Russians rebuild the port. It is not Lithuania's responsibility to provide adequate port resources. There is also access by air.
Not under international law it isn't. Countries have never been under any obligation to permit their own territory to be used for transit by another nation. That's beyond absurd.
