BS. First off Blackwater were DoD contractors, not CIA. Secondly Blackwater was contracted to provide defensive security not conduct offensive operations. Their job was to protect personnel and locations such as convoys and embassies. They did not conduct offensive operations, seize territory or attack enemy positions.
Reading comprehension is fundamental. Wagner is not a company, not a legitimate or legal entity. Blackwater, Triple Canopy, KBR, etc are all legal entities liable under laws of both home and host nations. Screw the pooch, go to jail. Wagner screws the pooch by intent, damn any laws. If one cannot see the difference, well, then, their minds are closed.
