Seems like a silly theory. Development of nuclear weapons wouldn’t require a scientist specializing in laser-guided munitions.

If that was true, would that not be in violation in spirit of the agreement made when the Soviet Union broke up? Ukraine at the time gave up their nukes as part of that arrangement.

Assuming that theory is true, an American scientist developing technology to be used in nuclear weapons in Ukraine.....that's a lot to answer for.

I hope to God that theory is not true.
