Perhaps they view stockpiles of enriched, not-yet-weaponized uranium as a kind of indirect protection against sovereign-on-sovereign insult, sort of similar to the way Russia has historically viewed their piles of nationally-owned gold bullion.
So you are saying they are working towards a bomb as a form of protection, while they are saying they aren’t.
