When you establish your theocracy you can rule it by those words.
Every nation is a theocracy. The question is which god is running yours?

No man can serve two masters: for either he will hate the one, and love the other; or else he will hold to the one, and despise the other. Ye cannot serve God and mammon.
It is impossible for any government to be perfectly religiously, culturally, or politically neutral.
