Cheney is the kind of politician, of whom there are far too many, who sees her job as being a technocrat for the oligarchy of ‘elites’.
The role of voters, in their minds, is to rubber stamp what the technocracy commands.
Too many more in the GOP have her smug attitude. GOP Senators care only about their own job and not about the voters. So they get to spin their back patting Pablum while the rest of the part goes tits up.
The mayor of this small burg where I live is sort of like Liz. Knows better than everyone else how to spend their money. Boiled down to a simple phrase, “She believes her own bullsh!t.”
