Basically, the code was/is written to clone and reclone voter ID from the separate County vs State issued numbers, and then to meter and weight counties tabulation based on historical voting data.
If the county ID votes more conservative, the state ID can quickly change the ID to reflect a liberal vote in another jurisdiction.
When they discovered how it was done, and the company(ies) involved, they were able to find counties in other states using the same systems.
It is much worse than even I thought.
