What is more, even with lease sales or leases in force they feds will slow walk permits all the way to hell or infinity and beyond, whichever comes first.

These states should simply seize all federal lands. The Supreme Court has ruled twice over the years that the constitution prevents the Feds from holding onto land. Take it back & put it to use.
