Concur 100%, Matt. The response time to any attack needs to be measured in seconds, not minutes. Here's an idea -- do both.
Of course, in light of the fact that the vast majority of these crazies seem to have histories of telegraphing their intentions for weeks, sometimes months ahead of time, maybe putting them on a leash beforehand might be in order. A tough call, that one.
