Putin is not dumb. Neither are the Chinese.

They don't spend money, time, or energy on things that don't matter to them.

China and Russia are intent on ruling the world, and climate change works for them when it's only the U.S. spending time, money and energy doing it. The more the U.S. wastes, the closer China and Russia get to ruling the world.
