You might be interested to know that we have a Confederate Cemetery here in the city that I live in, where the Confederate Stars and Bars is flying on a flag pole continuously. There is another Confederate Cemetery in the tiny town of Kingston, GA and as a matter of fact there are a very large number of Confederate Cemeteries where the Confederate flag in flown. The Russian Border guards were clearly replacing the historical flag over a memorial park in just the same way we do it.
The National Guard (Rosgvardiya) is separate from the Russian Armed Forces.[2] A law signed by President Vladimir Putin established the federal executive body in 2016. The National Guard has the stated mission of securing Russia's borders, taking charge of gun control, combating terrorism and organized crime, protecting public order and guarding important state facilities.
Notice it was not the Russian Military.

I never said it was. Not sure who you’re arguing with but I’ve never said Putin was trying to drag Russia back into communism. He just wants a return to Soviet authoritarianism and Soviet imperialism.
