Why would German officers be saluting Red Army officers six weeks before Barbarossa?

German/Soviet military cooperation dated to the early ‘20s with the Germans circumventing the restrictions on their military of the Versailles by secret cooperation on weapons R&D conducted in the Soviet Union, benefitting both militaries.

Military courtesy, ie, salutes, are extended to all recognized military officers, even in war time between belligerents.
