No. Tony Fauci is a midwit paper-pusher who couldn't "create" an ice cream float if you put the ice cream in the glass and poured in the soda for him. He has no scientific training and knows nothing whatsoever about virology, immunology, or vaccinology.
No, Fauci's fulcrum of power is that, in his position as Director of NIAID for the past nearly 40 years, he's been able to direct the awarding of grants, of government monies to fund the research that others, other actual scientists, perform. The real brains behind the gain-of-function research that created SARS-COV-2 are guys like Ralph Baric of UNC, a honest-to-goodness real life mad scientist.
Fauci, by contrast, is pathetic little man, the bio-science equivalent of a jock sniffer, desperate for respect from real scientists. Respect that he manifestly doesn't deserve, has never gotten, and never will. The most Fauci's ever gotten, however, is a bit of cynical kowtowing, some ring kissing, or some ass kissing, from various money-grubbers desperate for a little bit of the largesse that Fauci is tasked with squeezing out of the government teat. Otherwise, to a man, real scientists recognize Fauci to be nothing but a weird little clown.
