In order to qualify, applicants must also live in a household that makes below or at 250% of the poverty line. For a one-person household, 250% of the poverty line is $33,975, and for a two-person household, 250% of the poverty line is $45,775, according to city officials.

Evanston is one of the wealthiest, high taxed suburbs in America. Jan Schakowsky is the long time congress women. She had been the mayor two decades ago. Her husband is a Antifa fund raiser and planner. I assume this whole scheme is to give antifa members an income. They can travel around and come back to get their checks.
Evanston is split into two. On the north and east side its very wealthy white liberals. The worst kind. On the south west side there are gun wielding car jacking young teens who learn their craft before they turn 14.
There are lots of soup kitchens and vagrants in Evanston. And of course there is Northwestern University. This will destroy the city of 97,000. Most people are abandoning Illinois. This will just accelerate that.
