It’s about cutting finance to industries the state vilify. Just try to finance the purchase of a gas station / mini mart when the banks are told your main retail product will be banned for sale. Fuels will only go to the state for their control. The state will still use gasoline and jet fuel like drunkards with their exclusive stash.
