A representative of the Moscow-installed military administration in the occupied parts of Ukraine's Kherson region says a referendum on joining Russia has been postponed as Ukrainian armed forces continue military operations aimed at regaining control over the area.
"We have prepared for the voting, and we wanted to hold the referendum in the nearest future, but due to the developments happening at the moment, I think we will pause [with the referendum]," the Russian-appointed deputy governor of Kherson, Kirill Stremousov, told the TASS news agency on September 5.
Kherson, an important port city on the Black Sea, has been fully under Russian control since early March, just weeks after Moscow launched its unprovoked invasion of Ukraine.
In late August, Ukraine launched a counteroffensive in the south, and particularly in the Kherson region. Kyiv claims to have taken back some territory and heavy fighting continues.
Stremousov, who said earlier in June that Kherson was now "a full-fledged" part of Russia and a referendum on joining Russia would be held in early September, said recent statements by Ukrainian Deputy Prime Minister Iryna Vereshchuk will not disrupt any possible referendum.
Vereshchuk said Kherson residents who take part in illegal referendums organized by Russian-imposed officials may face up to 12 years in prison and the confiscation of all their property.
In early August, Ukrainian President Volodymyr Zelenskiy said if Moscow held referendums on joining Russia in occupied areas of his country, there could be no peace talks with Ukraine or its international allies.

By now, Putin knows that he bit off a lot more than he could chew.
In fact, Russia has by now, lost a lot more than they hoped to gain, and it ain’t over yet.
That’s not to say that the Ukrainians haven’t lost a lot, and perhaps a lot more than the Russians, but then, Putin has been doing a lot of rethinking, but, he’d rather go down with the ship than admit how wrong he has been.
Patrushev is making diplomatic overtures to Europe that Russia will retreat from Kherson and Zaporizhzhia if Ukraine gives up claims to Crimea.
The cancellation of all of the September referendums was part of Patrushev’s overtures.
Patrushev doesn’t want to inherit Putin’s war when he takes over in March.
Let’s give the offensive a couple more days to see how it pans out. I think this is the deciding moment of the war and on FR one side will be right and one side will be wrong.. Ukraine looks to have punched its way into a kill-box Either way it goes it will be a very cold winter in Europe.

Could you please explain the above comment as I have heard nothing of such a move.
Putin is going to dissolve the Duma in December and then call an early presidential “election” to be held on March 26th to install Patrushev as his successor. Putin thinks he will still run things with Patrushev as president but of course that won’t happen. Oligarchs want the war over and Patrushev is their guy to end it (and Putin).
Russia’s original plan was just to hold early referendums in Kherson and Zaporozhye because Russia cannot send conscripts into other countries. They intended to bring some into those two cities once formal entry to the Russian Federation was completed.
Naturally the new large Ukrainian counter offensive has made that a bad idea until they have been cleared out. Ukrainian posts have mentioned for weeks that stopping the referendum vote was their main goal right now.
And now they are using this tactic to discourage a vote this month. So Russia is delaying it.

I’ve seen exactly one report of a Russian recruiting station being properly illuminated. Nothing yet to tell me it’s a trend.
Anyway they are picking off collaborators in Kherson a good reason to postpone.

Yes March is when Winter turns to spring. When Putin has been dead for two months by then. Patrushev will wash his hands of Putin’s adventurism.. My hopes and thus will take place......
