The guy has a track record of cheating online. For such a guy at only 19 to win with the black pieces against magnus…it screams cheating.
Palming an extra rook and slipping it onto the board.

I mean, I am not into the chess scene, but...how would that work? Someone running moves through a computer and somehow transmitting the move via signals of some kind?

Niemann made human-like mistakes during the game, and Carlsen made even worse ones and lost. In my opinion Carlsen disgraced himself by withdrawing from the tournament.
In his interview Niemann admitted he cheated online twice, once as 12 year old, and once as a 16 year old, but says he has never cheated in an over the board game. Until there is ever conflicting evidence, I believe him. Carlsen throwing a tantrum isn’t evidence.
I got caught, and was disqualified. I blame this on liberal over-reaction.

For an over-the-board game, yes, that is what is presumably being implied: the player alleged to be cheating has some sort of access to an engine, either directly or through the help of an accomplice.
But at a tournament like the Sinquefield Cup, the players are scanned ("wanded," actually) before each round in an effort to detect illicit communication devices. As far as I am aware, no one has offered any plausible explanation for how Niemann was supposedly cheating. As it is, Carlsen to date has only cryptically insinuated that Niemann was cheating; he withdrew from the tournament without offering (at least not publicly) any explanation for why he did so. But Carlsen seems more than willing, at this point, to have the "cheating" allegations swirl around Niemann without saying anything himself about them.
To my mind at least, Carlsen comes across here as something of a gutless, entitled punk.
How do you cheat at chess at this level?

You would need a confederate who would see the moves broadcast online and signal back electronically what the computer says is your best move. After Carlsen’s tantrum the tournament went to a 15 minute broadcast delay which makes any possible cheating much much harder. Basically the only cheating option left is a player with an implanted computer chip, and I think they scan for those too.
Carlsen now needs to do two things: apologize, and consult a mental health expert.

I concur. Carlsen's behavior was shameful. The conduct of others at the top level of professional chess (i.e., Nakamura) surrounding this incident has hardly been much better. It would seem that everywhere one turns nowadays, it's Clown World.
