Many European countries have this restriction in place.
I think he probably meant this as a national standard upon which most people could agree (only the weirdest Dem loonies support partial birth abortion, late-term, etc.)
The latter are always available if there’s a situation that threatens the health of the mother, but that’s rarely the case.
So in principle this is good, and I think he meant it as a reasonable national compromise.
Maybe it would pass constitutional review, maybe not.
The problem is that the pro-abortion forces have seized on this and I honestly think he’s such a clueless idiot in so many ways that he didn’t realize this was exactly what was going to happen.
Graham is the old school “reach across the aisle” GOPer, and when they bite his hand off, he just thinks another one will grow out. Which it doesn’t.
Abortion is extremely divisive issue. Learn from Kansas results. Young women who seldom vote, will come out and vote because they want abortion available unrestricted.
