Every time an armed citizen thwarts an "active shooter incident", it's a failure of the FBI.

That would only hold true if the FBI was everywhere all the time. Their job is to INVESTIGATE, meaning a crime has been or is about to be committed. Get them back to their original function and out of politics.

I had one encounter, years ago, where some nutcase was trying to enter my car. Displayed gun and he went away. I didn’t bother to report, because there was no point — he was gone, the only person the cops could arrest was me.

You assume the FBI are still in fact a law enforcement agency, however unsatisfactory.
