That should be more and more the question with regard to the government. I posted the same thing awhile back, when the CDC made one of its "recommendations." WHO in the CDC decided to "recommend" this? Without names, we can't tell if it was someone or some group within the agency with a vested financial or political interest in the decision, for example. The agency is composed of people, who conveniently hide behind the agency.
