Residents, which includes illegal immigrants, of Cook County, Illinois, will be eligible to apply. To receive the assistance, applicants must be adult residents of Cook County, which includes parts of Chicago, and make an income of below 250% of the federal poverty level.

The government's press release state’s that 36% of county residents are eligible to apply, and the program is funded through the American Rescue Plan, which was launched to help struggling Americans dealing with the COVID-19 pandemic.

If the basic income is provided with Federal funds it should be illegal.

If it comes from state income taxes, well they can do what they want with it.. and face the wrath of the residents when they miss other support because of this

I guarantee federal dollars are involved. We have so much debt thanks to pension liabilities which cannot be paid that there couldn’t possibly be enough state-acquired tax dollars to cover Illinois’ spending.

So, to be eligible for the free $, one can be an illegal resident of Illinois, as long as one is a resident of Illinois.

Legal residents of other states are not eligible, but the illegal residents of Illinois are eligible.

I don't understand: If it's supposed to be universal, how can the program impose such arbitrary restrictions (like requiring recipients to be indigent)?
