If the basic income is provided with Federal funds it should be illegal.
If it comes from state income taxes, well they can do what they want with it.. and face the wrath of the residents when they miss other support because of this
I guarantee federal dollars are involved. We have so much debt thanks to pension liabilities which cannot be paid that there couldn’t possibly be enough state-acquired tax dollars to cover Illinois’ spending.
It won’t change anything, though. Illinois is too far gone, unsalvageable.
Legal residents of other states are not eligible, but the illegal residents of Illinois are eligible.

I don't understand: If it's supposed to be universal, how can the program impose such arbitrary restrictions (like requiring recipients to be indigent)?
