You bet your Sweet Ass (are you a turtle) it’s for the elite. Just how much treatment do you think you’re going to get for $290 million? Not much. You cam also bet it’s not for the military, they’ll have their own budget sources. This needs investigation. Classism is antithetical to our Republic but fits the Democrat party to a T.
