Back then, invitations to a hanging (actual invitations) were sent via mail to prominent individuals.
The envelope containing the invitation had a 1/4” black border and was delivered by the postal service without a stamp (this is different than a member of congress’s ‘franking’ privilege).
My mother had a few of these that she showed me, gone now...
