They already have complete control, a social credit system, a surveillance police state, and the people living in fear.
They can just weld the doors shut on an apartment building and position soldiers outside and shoot anyone who tries to flee and nobody can do anything about it.
The people live in fear of the state.
What do they need to gain along these lines that they couldn’t just take if they wanted to?
