Show me the treaty. Once again show me ANY of the main players there who have said it was in regard to NATO expansion past East Germany. Lets recap, again, James Baker, Gorbachev, the President of the Soviet Union and Former Soviet Foreign Minister Eduard Shevardnadze ALL AGREE DISCUSSIONS WERE ONLY ABOUT EAST GERMANY and that's what the final treaty says(no NATO troops in former East Germany): 'Treaty on the Final Settlement with Respect to Germany'
In fact Gorbachev points out it would have been stupid to negotiate about NATO expansion past East Germany SINCE THE SOVIET UNION HAD NOT YET DISSOLVED.

Another issue we brought up was discussed: making sure that NATO’s military structures would not advance and that additional armed forces from the alliance would not be deployed on the territory of the then-GDR after German reunification. An excellent response. How about the treaty between NATO and Ukraine? Or the US and Ukraine? There are some treaties between the US and Russia, so "show me the treaty" is always a fine notion.
