Seems EPA defines “wetland” with “if a drop of rain falls on it, and proceeds to an ocean, where it landed is deemed ‘navigable waterway’ and so ‘wetland’.”
That is the mission of “Waters of the United States” WOTUS.
It would decimate the value of privately owned land.
True, however the EPA can and do anything they wish, including defining a puddle in a pothole a “Wetland”.
