Why Have Penitentiaries Anyway?
The Roman Empire never bothered with a prison system. The Apostle Paul spent pre-trial confinement in his own home with a Roman soldier posted outside. In Rome, the punishment for convicts was usually:
1. Pay a fine (most common)
2. Banishment outside the empire
3. Hard labor in a mine or farm
4. Execution
And of course, you sometimes had the option of attending gladiator school.

Banishment would be the easiest.
We should conquer some crap part of the world like Liberia.
Anyone convicted of a felony gets a one way ticket across the Atlantic.
