What gives the federal government the authority to close mines in a state? I’ve never read this in the Constitution.

You’re right, nowhere does the Constitution give Fedgov the power to close a mine. But there are these alphabet agencies like EPA, OSHA,IRS and others, also not mentioned in the Constitution, who issue permits and have the authority to issue million $ fine$. Government by unelected bureaucrats who WILL resort to Lawfare to get what they want.
