He “graciously” conceded because he knows he will win on the recount. When Boebert complains he can accuse her of being an election denier while bragging how gracious he was.

In these situations they usually have a recount and the Dem finds enough votes to win.

I didn’t follow this closely, but it sounded like they were selectively releasing results in hopes of getting her to concede.
If so, That ought to be investigated.
They have probably “cured” enough votes by now to flip the results back to him in the recount and he knows it. Then they will use this to say how patty Loren is when she contests the fraud that is coming. He is probably in on it so it’s just theater. Cynical? Who? Me?
