According to the sheriff's office, the 19-year-old lives in Georgia and told them that he came to Orlando a couple of days ago to try to enroll in a local university.
The sheriff's office said Houston told them that he went to Westgate Lakes Resort on Wednesday and got frustrated when the hotel said he could not check in because he is not 21.
According to the arrest affidavit, Houston then drove to a store where he bought ammunition and magazines and loaded an AR-15 rifle that he brought with him.
The report said he drove back to the resort, went inside to use the restroom and then went back out to his car to get his rifle.
He allegedly walked back into the hotel lobby, saw three people inside and started firing at them.

I wondered why he didn’t use his money for all that to get himself upgraded lodging or an actual place to rent but it appeared that he did a BYOF (bring your own firearm) and maybe just had enough to buy ammo.

It's up to the states where you are buying and where you reside, but generally you can buy a long gun in a state in which you are not a resident without having to ship to a home FFL. Handguns are different, they must go FFL to FFL. My F-I-L legally bought a rifle here in New Mexico when he visited, and he's an Idaho resident.
