It makes no sense epidemiologically.
They could have waited a few weeks longer to make it seem feasible.

It might, if much of the population was locked down (especially in the beginning) these people may have been exposed to the original version of covid which has shown to be much more deadly. The less harsher varieties never got to these caged populations. Only a guess.
