The Ukes have natural advantages in infiltrating into and through Russia. I doubt the CIA is very helpful in all that. Given the scale of apparent sabotage within Russia (that we know of through open source) these people seem to be all over the place. There’s obviously a secret war going on inside Russia.
As for casualties - this is war.

Be nice if you knew your facts. Both the Japanese balloon offensive and XXI Air Force bombing campaign began in Nov 1944. Over 9,000 balloons were launched from Honshu while LeMay was poinding the cities.
November 3, 1944 was the beginning on the Jap balloon bombing campaign. They launched about 9300 of them. November 1 was the first time a B-29 from Tinian ever made it Japan. Before that we had run about 9 unsuccessful raids from China over about 6 months. You need to review your history sport.
If someone started shooting conventional cruise missiles at a U.S. nuclear base where the B2s were based, would we shrug and say it’s conventional, or would we assume that one of these will be carrying in a nuke.

Well, on that specific point, it would rather depend upon whether they noticed them before they exploded. Watching unidentified incoming is one thing, but seeing the explosions and identifying way-too-small munitions, or seeing small drones, as the culprits is quite another.
When is this airfield not being hit with sabotage, fire and drones? IIRC this field is one that Russian planes fly out of to fire missiles at Ukraine infrastructure and people.

Bryansk is not on the outskirts of Moscow. It’s a twelve hour train ride (made the round trip twice). It’s not far from the Ukraine border though…
