Even the Senate cannot lawfully agree to what is a governing convention, another constitution, pretending to be a mere treaty.
Treaties that are lawful, that are made under the Constitution, do not exceed the enumerated powers or delegate Powers whoch cannot be redelegated, such as the legislative power, without a specific amendment to do so.
They don’t seem much interested in protecting our sovereignty these days. If they let it happen, it will happen.
