It is not.
I found it out by seeing them around our area suddenly, naively thinking how whimsical.
But we already have some drug problems, and being right next to Baltimore doesn’t help.

People do it around here for no apparent reason at all. Sometimes it’s contagious ...one pair leads to others doing it. We had several pairs turn up across the street. The kicker was the pair of ice skates. The whole thing looked like a staff of music 🎼in the sunset.
It was traditional for people to toss a pair of combat boots over the powerlines when they PCSed from Lowry AB in Denver. Enough people did that they’d have to get a cherry-picker out there and cut them down periodically. A lot of weight on the lines.
