Balance fiscal year amendment to be effective come fiscal year 2035 to be sent to the states without the possibility of ratification revocation.
If a fiscal year ends in the red, elected federal officers are barred from any future federal office term or top-up such as pension to their remaining term office salary.
Close the Border, finish the Wall and ship all known illegals to Sanctuary States and cities.

A wild thought:
Conditional on Biden and Harris resigning - which would make McCarthy President. Kevin would fight for that possibility.
Ask for a mere 1% cut down from start of fiscal year 2021 levels.
McCarthy now knows about how much bipartisanship he can expect - zilch.
