“With an FAA outage, are the airlines obligated to compensate passengers, or are the rest of us poor tax-paying schmucks on the hook?”
Yes.
Air travel has not only become highly uncertain between points, it may be downright dangerous in some circumstances.
If only there were some way to travel about reliably without having to go through hoops to even get on the means of transportation, but that there could also be some kind of certainty of arrival at destination on a known schedule....

All outbound domestic flights are grounded until 0900.
I have a very bad feeling about this.
Update 3: The FAA is still working to fully restore the Notice to Air Missions system following an outage.
The FAA has ordered airlines to pause all domestic departures until 9 a.m. Eastern Time to allow the agency to validate the integrity of flight and safety information.

I know this is DM, but I find it interesting because well. I just do in light of things I have been reading lately.

Every flight across US grounded due to computer system glitch
The FAA said it was working to restore its Notice to Air Missions system, which alerts pilots of potential hazards along a flight route. Some 1,230 flights within, into or out of the US have been delayed, according to a flight tracking website, while 108 have been cancelled.
Could be this happens with some frequency. Normally wouldn’t make the news, except that Pete Butt and his merry henchmen have declared war on the airlines. So, they have fired back by broadcasting the news that it is the almighty federal government at fault this time.
If this goes past 9am it could be worse than we’ve been told.
The other thing I would look out for is follow on events to major systems, for example if the NYSE, NASDAQ or a similar critical system has issues today then we can assume it’s not some random system failure.
“Is Peter Butt on vacation again?”
Perhaps maternity leave?
All flights by American airlines from Paris have been delayed until further notice, an international airport operator based in the French capital tells

Update: This is the first national air travel groundstop since 9-11.
Hacked by the same people who blew up Nordstream II.
Was it hacked...
Or did Deep State pull the plug for sone reason...
Even money, I’d say
If, for some reason, the powers that be wish to ground aircraft, this is an easy way to do it without revealing the real threat.
NOTAMS is a warning system tied to FAA computer systems. It states the abnormal status of a component of the National Airspace System (NAS) – not the normal status. So...it isn’t actually a component of real-time ATC.
This is not totally unexpected, it could be the FAA knows this outage will go on past 9am, we’ll see.
I’m looking at other critical systems not related to the FAA, like the NYSE, NASDAQ or perhaps some banking systems, etc.
If you start to see that, which highly unlikely, but if it were to happen it will indicate something beyond a normal computer outage.
Just hours after the committee to investigate China was established.
Next week it’ll be a full EMP.
They’ll show us.
Making the ground stop mandatory acknowledges the FAA's accountability for the program failure, and limits individual airline liability.
I surely hope Southwest is able to quickly recover from this latest nightmare.
