That’s the part of the world that I thought about and it gives me doubts. Estonia used to have ~900 artillery pieces most of them old and short range and decided to change it to a far smaller number of 155mm top of the line ones.
I don’t know how this works, but I choose to trust the expertise of those making this decision (I trust them) over my ignorant gut feeling.
