From what I can tell from this, military members still have plenty of time to vote, it is the county election boards who need to get their act together.
Mail can be painfully long depending on where you're deployed. When I was on a CVN, mail came regularly. When I was deployed on a DDG, it was painfully slow and I wouldn't at all be surprised if there were circumstances when Sailors received their ballots after the election had ended.
I don't know if there are any documented cases of this but I do know there were times when I waited 6-8 weeks for Amazon packages to arrive. Logistics places a higher priority on delivering mission-essential items over personal mail.
Most county election boards meet within two weeks of election day. Military ballots and overseas ballots are given a little slack and generally counted right up until the meeting day. State law generally permits this minimal exception.

Not only that, but overseas military in some counties in Washington State can request to receive a ballot from the county as much as 90 days in advance. Oh, and like others posting in this thread, I agree. The AP lies like a rug.

It takes 3 days for my letter to reach a city 20 miles away. If a person is stationed in California don’t wait till the last day. The ballot will not reach Ohio in 4 days.
