I think there are no shortage of guns where one can manually load a round in the chamber and fire it with the magazine totally absent.
I have to admit that I never tried it, but will have to soon.
Most guns are like that. Some easier than others. Revolvers are great for that and derringers. I suppose a revolver cylinder is a magazine, though,
