Actually, the young black male population would be closer to 3.25% of the overall population, not 5.00%.
Imagine that, 3.25% causing over 50% of the violent crime, but if anyone points that out, they may get in trouble.

Probably even less than that. Half of 13% is 6.5%; half of 6.5% would be less than 3.3%. The 13-30 aged demographic would be even less than that, maybe around 2%.
