I don’t doubt this, it’s basically what Biden said at the beginning, a minor incursion is fine.
20% is a huge amount of territory. If this were actually offered — and at that percentage, it’s an absolute gift to Putin — and Putin didn’t take it, that speaks volumes about Putin’s goal re: Ukraine.
In any event, Biden has no right to offer anything, as it is not his country to give away.
