Mitigate just means that they made the damage less severe. It doesn’t meat that they stopped the damage.

Mitigate = Large tinfoil tent over the bases.
What would be really cool would be a folded up corner reflector with a barometric control. Once the balloon reached altitude the barometer would trigger the reflector to unfold.
The radar target would appear out of nowhere.

Do any recovered parts have company nameplates on them, .model number, Part number, date of manufacture, etc. on them?

Who didn’t see this coming? “We are now closing the barn door since we know the horse is out.” Seems we are constantly helping our enemies and believing we can change human nature just by willing it so. I think western civilization peaked around the end of the 19th century. The 20th was a disaster for America. I know there are countless examples throughout our history but with China I think it started with Nixon. Kicked into high gear with Bill Clinton (lining his pockets) all the way to the present. The Neville Chamberlain approach to foreign policy seems to keep resurrecting itself. Trump and maybe Reagan, were the only counters to this trend. Better start learning Chinese. Our government is more worried about pronouns and muslim outreach than defense. This is what happens when a nation forgets God and replaces biblical wisdom for “woke.”
