I would not attribute it to DemocRat incompetence. It is a purposeful destruction of the black family with welfare and food stamps. Thomas Sowell pointed out how the blacks and liberals who “support” them in his book Black Rednecks and White Liberals. In it he explains where the current black current inner city black culture came from and completely destroys all excuses blacks have for not moving out of the hood.
