Using it was either an abuse of power or justifiably authorized.
If it was justifiable, every citizen should demand to read the circumstances…. And we should extract every dollar spent from the offending nation.

When you strip away the legal gyrations to get to emergency powers we are faced with fact that some disagree with legislatures and executives decisions to have such emergency powers. There are others that are quite grateful for emergency powers. I would say the latter are satisfied with trading freedom for security. We know what Ben Franklin thought those people deserve. The two camps, the grateful and ungrateful, are at odds.
Personally, I am quite ungrateful. If I had the power, there would never be emergency powers granted to government, not even the ability to impose single curfew. Law abiding citizens should not be denied freedoms under any circumstance. This comes from the belief that people can make their own choices, take responsibility for those choices and suffer any consequences that may occur in a vacuum void of government involvement.
Government should not be the source of consequences when acting legally. I cannot abide with the notion that a freedom can be perfectly legal one moment becomes illegal the next moment via the whim of a government official. I would even go so far as to say I could not abide the same if the whim came from a full legislature after extensive debate and full citizen involvement.
I think there are others that agree. Those that do can do couple things. We can elect representatives that will strip the legal code of emergency powers. That will require making emergency powers an issue of such import that representatives would eliminate them. Absent of that when we are stripped of our freedoms via emergency powers we can continue exercise our full freedoms. Then we are given a choice when faced with government force. We can submit to government consequences or fight. In the United States that would be exercising our second amendment rights. That’s an inalienable right for all peoples. It does not come from government, even in Canada, regardless what government says is legal or not. It is a right that does not even have to be in the Bill of Rights, since the Bill of Rights does not grant rights. It is there to give the responsibility to government to protect that right.
Of course, there is another option when faced with the invocation of emergency powers. You go along with them and never face the consequences of government force. You are left with facing the consequences of tyranny.
