This is the main area Americans do not understand about some cultures. People who have lived under repressive governments such as Communist or dictatorships do not have the same morals and are masters on how to manipulate a system. Why? Because in order to survive they literally had to learn how to lie, cheat and steal to survive. They also look at the government as evil. Government is not going to make your life better, government is the source of your misery. Hence anything they can get away with is just par for the course.
