Congress is supposed to legislate for DC “in all cases whatsoever”.

If you don’t know the significance of that phrase in the history of 1766-1776, Google it.

The idea of a local DC government passing “laws” is repugnant to the Constitution and should be dissolved immediately.

I agree with your statement however the question is not so much about the analysis of this particular vote but more to the larger analysis of the voting trends of the US Senate.

Is the Senate actually leaning a bit right even though Democrats hold the majority?

How Congress was allowed to abandon its explicit Constitutional duty and turn it over to “home rule” is beyond me. I guess no one has ‘standing’ to challenge it in court.
