It wasn’t Nazi propaganda. The Russians employed “Barrage Battalions” to block the retreat of front line units. These units also fired on units which did not aggressively move forward in the attack.
BTW, US Army training emphasized that US officers were to use what ever force was necessary to stop a soldier who broke to the rear. Authorized force included lethal weapons.
